Principles of Single Health Insurance Fund and Experience of Taiwan


Abstract
Social Health Insurance can be organized in one body or in several separate bodies. There are several reasons for establishing several insurance bodies. Major reason might be that big differences in the existing infrastructure make it inadvisable to establish a general system which would cause equity problems. Infrastructure for health insurance varies greatly within acountry. Labor class have good infrastructure in income assessment compare to that of self-employed class. Urban areas normally have much more physicians and medical facilities compare to that of rural areas. The objective of social health insurance is to provide equal access to services regardless of income. In this situation, it may be better to establish two different systems or several funds system. In Taiwan, problem of difference of income assessment between labor and self-employed was solved by adopting flat rate contribution system in self-employed. And problem of uneven distribution of medical resources among counties is not solved until now.
